Why Should Heat Meter Inspection Be Performed?

A requirement for the inspection of heat meters used to allocate energy costs fairly in buildings heated by central heating systems has been introduced. The Ministry of Science, Industry and Technology’s Heat Meter Inspection Regulation has been published in the Official Gazette. The Regulation sets out the procedures and principles regarding the repair, maintenance, calibration, inspection and stamping of heat meters used to allocate energy costs in buildings heated by central heating systems, as well as the certification of premises providing these services and the personnel working there. Accordingly, meters will be subject to initial inspection, periodic inspection, spot inspection, complaint inspection and stock inspection. All components of meters to be placed on the market, including their software, that could affect measurement results will be secured mechanically or electronically. Inspection procedures following the placing of meters on the market shall be carried out by the user at service centres providing authorised inspection station services for Atlas Meters. Service centres carrying out repairs, maintenance, calibration, inspection and stamping, as well as the technical personnel working at these centres, shall be certified by the Ministry.

The periodic inspection interval for heat meters will be five years. In the event of a breach of the requirements of the Regulation, sanctions will be imposed in accordance with the relevant legislation.

For meters covered by the Regulation that were placed on the market prior to 1 January 2009, a Type Approval Certificate will not be required. Those placed on the market from this date onwards must comply with the Measuring Instruments Regulation.
